The Maritime and Port Authority of Singapore issued a circular Wednesday encouraging shipowners to submit their Ship Energy Efficiency Management Plan by September, before the International Maritime Organization’s requirement of fuel oil consumption data for vessels globally becomes mandatory.
The 70th session of the IMO’s Marine Environment Protection Committee adopted a resolution, making it mandatory for ships to collect and report their fuel oil consumption data January 1, 2019, onward.
The Ship Energy Efficiency Management Plan, or SEEMP, lays down the methodology to collect consumption data for each type of fuel oil used by ships, along with specified data such as proxies for transport work.
This comes at a time when environmental regulations in the shipping sector are gaining traction. Data collection will help monitor shipping emissions more accurately while providing cues for improving the operational efficiency of ships, which are particularly useful when bunker prices are on the rise.
The IMO requirement applies to all Singapore-registered ships of 5,000 gross tonnages and above, starting January 1, 2019.
However, ships solely engaged in international voyages within the port limits of Singapore, ships not propelled by mechanical means and platforms including floating production and storage offloading systems, floating storage units and drilling rigs will be exempt from this requirement.
